Recognizing the importance of IC development for the province's socio-economic development, Thai Nguyen has implemented various solutions to promote the development of industrial parks and clusters in recent years, starting with the construction and completion of master planning. According to Thai Nguyen Province Industrial Cluster Development Plan for 2021-2030 period approved by the Prime Minister, Thai Nguyen province has 41 ICs with a total area of 2,067 hectares.
Implementing the approved master plan, the province currently has 28 established ICs with a total area of 1,140 hectares and total registered capital of over VND 12 trillion. There are 13 operational ICs that have attracted 75 projects, of which 59 projects/production facilities are currently operating, with an average occupancy rate of 56% for operational ICs. In 2024, projects in the ICs generated total revenue of over VND 10.6 trillion, attracted more than 11,700 workers and contributed approximately VND 176 billion to the state budget. In the first four months of 2025, 05 projects have been granted investment registration certificates for ICs with total registered capital of nearly VND 2.85 trillion.
It can be seen that the development of ICs in Thai Nguyen has clearly helped improve infrastructure, create employment opportunities for workers, while attracting investment resources from domestic and foreign enterprises across key industries including agricultural processing, electronic component manufacturing, textiles and garments, mechanics and construction materials.

Solutions to address difficulties
To promote the development of ICs, Thai Nguyen province has implemented various supportive policies to attract investment, such as improving infrastructure, creating a favorable business environment and minimizing administrative procedures. The province also focuses on developing ICs in conjunction with environmental protection, encouraging enterprises to apply clean technology, energy conservation and effective waste treatment. This not only ensures the sustainable development of ICs but also improves the quality of life for local residents.
Highly appreciating Thai Nguyen's investment environment, Mr. Nguyen Chi Dung, General Director of Phu Binh Infrastructure Construction and Development Joint Stock Company, the investor of Tan Duc and Luong Phu ICs - Tan Duc (Phu Binh), stated: "During the project implementation process, the Company has received maximum support from Thai Nguyen Province government. The government is not only a manager but also a companion and advisor to enterprises to ensure proper and complete implementation of legal procedures, not only for us but also for secondary investors during the construction and operation of factories in the locality. With such favorable conditions, the two ICs are expected to quickly attract secondary investors with modern technology that ensures environmental factors, thereby contributing to job creation and promoting regional economic development.
Regarding the newly commenced Yen Lac IC (Phu Luong district), the legal representative of Thang Long Thai Nguyen Urban Construction Investment and Development Joint Stock Company, the investor unit, also highly appreciates the role of Phu Luong district local government in supporting enterprises to implement investment procedures so that infrastructure construction can be deployed as soon as possible. The investor also requests that the locality soon implement collector roads connecting from the national highway to the IC.
However, besides the advantages, the development of ICs in the province still faces some difficulties and obstacles that affect the progress of implementing the IC development master plan in general and the production and business development of infrastructure investors in particular. One of the main causes is complications related to site clearance and related administrative procedures; the deployment of electrical infrastructure, water supply and drainage and transportation systems connecting to the ICs.

Mr. Khuc Van Mung, Head of the Management Board of Hanh Phuc - Xuan Phuong IC, Phu Binh, requests local support to accelerate the progress of site clearance and resettlement for 12 households in the project area, creating conditions for investors to speed up project implementation. Regarding this issue, Mr. Duong Dai Dong, Director of the Phu Binh District Land Development Fund Center, said: The district's functional agencies have strengthened coordination with commune and hamlet authorities to regularly monitor the grassroots level, mobilizing all the best forces to implement site clearance work, applying the best policy mechanisms in accordance with legal provisions to address people's petitions.
Referring to the obstacles in implementing the infrastructure of Son Cam 1 IC, Mr. Nguyen Van Thoi, Chairman of the Board of Directors of TNG Investment and Trading Joint Stock Company, the investor unit, suggests having commitment sanctions between enterprises and localities and vice versa to promote responsibility for coordinating the implementation of investment procedures as well as compensation for site clearance and resettlement to help accelerate implementation progress.
In its role of state management in the industry and trade sector, the Department of Industry and Trade has proactively and actively cooperated with investors and local authorities to implement investment preparation work, especially investment procedures. Mr. Nguyen Ba Truong, Deputy Director of the Department of Industry and Trade, said: The province has focused on deploying electrical grid infrastructure, including the network of 220kV and 110kV transformer stations to ensure adequate energy supply for secondary investors when they come to invest in Thai Nguyen's ICs.

Determination to promote development
Speaking at the meeting with infrastructure investment enterprises and enterprises investing in ICs in the province to hear progress reports on project implementation, Comrade Nguyen Thi Loan, Vice Chairwoman of the Provincial People's Committee, required departments, sectors, localities and enterprises to absorb opinions from enterprises, actively participate in coordinating solutions and remove difficulties and obstacles related to site clearance compensation. Departments and sectors should accelerate the implementation of investment procedures and advise the Provincial People's Committee to work with central agencies to resolve difficulties related to policy mechanisms. Regarding enterprises' proposals related to electrical and water infrastructure investment, the Provincial People's Committee will work with the Northern Power Corporation to unify the electricity use planning in Thai Nguyen province. With the spirit of accompanying enterprises, the province will direct localities and units to actively participate in resolving issues within their authority. She also requested that secondary enterprises that have been granted investment certificates quickly implement their registered projects.
In the roadmap to realize the double-digit growth target, developing ICs is not only a strategic step to balance the contribution to the economy but also an opportunity for Thai Nguyen to maximize its potential advantages. However, for ICs to truly become a new driving force for economic growth, it requires more synchronized and decisive participation from all levels and sectors in proactively removing obstacles and ensuring environmental factors, technical infrastructure and production support services. On the investor side, it is necessary to improve project quality, prioritize high technology that is environmentally friendly and has high added value. With the decisive participation of the entire political system, investors and people, Thai Nguyen's industry has a solid foundation to expect breakthrough development, contributing to realizing the goal of making Thai Nguyen a modern industrial center of the northern midlands and mountainous region and Hanoi Capital region by 2030.
