The program was attended by Comrade Pham Hoang Son, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of Thai Nguyen Province People's Council; Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee, Permanent Vice Chairman of the Bac Kan Province People's Committee; members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee and leaders of the People's Councils and People's Committees of Thai Nguyen and Bac Kan provinces.

The program was organized at the Party Committee - People's Council - People's Committee Hall of Song Cong Ward (current headquarters of Song Cong City Party Committee); and Song Cong Ward Fatherland Front Committee Hall (current headquarters of Thang Loi Ward Party Committee - People's Council - People's Committee). To promptly resolve emerging issues and address difficulties during the trial operation, a standing working group was established at the Provincial Party Committee headquarters to respond to questions and concerns. The program was also connected to bridge points at communes and wards in Thai Nguyen and Bac Kan provinces.

During the trial operation program, delegates attended the First Conference of Song Cong Ward Party Executive Committee; the First Session of Song Cong Ward People's Council; the First Session of Song Cong Ward People's Committee; the First Session of Song Cong Ward Fatherland Front Committee; and observed the trial operation of Song Cong Ward Public Administrative Service Center.

During the trial operation program of Song Cong Ward (new) organizational structure, the First Conference of the Ward Party Executive Committee organized the dissemination of documents from the Central Party Committee and the province. Delegates discussed and provided opinions on the Working Regulations of the 1st Song Cong Ward Party Executive Committee for 2025-2030 term; the Decision on task assignment for members of the Standing Committee and Executive Committee of Song Cong Ward Party Committee; solutions for leading the implementation of socio-economic development tasks, ensuring national defense and security and building the political system for the last 6 months of 2025; the comprehensive work program of the 1st Ward Party Executive Committee for 2025-2030 term; the Plan for the First Congress of Song Cong Ward Party Committee for 2025-2030 term; the Report on preparation work for commune and ward congresses and a number of leadership and directive tasks of Song Cong Ward Party Committee.

At the First Session of Song Cong Ward People's Council (new), the following matters were considered: Draft Proposal of the People's Council Standing Committee, Resolution of the Ward People's Council on establishing the Legal Affairs Committee and the Economic-Social Committee; draft Resolution of the Ward People's Council on establishing specialized agencies under the People's Committee; draft Proposal of the People's Committee to the commune-level People's Council on establishing specialized agencies under the People's Committee; implementation of procedural steps and work related to the organizational structure and personnel of the Ward People's Council; implementation of procedural steps and work content related to the organizational structure, personnel and civil servants of the Ward People's Committee...

Provincial leadership observing the trial operation of Song Cong Ward Public Administrative Service Center (new) and listening to opinions from citizens participating in the trial operation

The program also conducted a trial operation of Song Cong Ward Public Administrative Service Center (new). With over 1,000 tasks transferred from district and provincial levels to the commune level after the merger, administrative reform at the commune level must be truly seamless and effective. To ensure smooth operation, Song Cong Ward Public Administrative Service Center (new) has been fully equipped with computers connected to high-speed internet, ensuring Level I information security as prescribed by the Ministry of Public Security; equipped with security camera systems; coordinated with the Department of Science and Technology to organize comprehensive training, ensuring that civil servants can skillfully operate the system, thereby improving the quality and progress of resolving administrative procedures for citizens and businesses. Participating in the trial operation program of Song Cong Ward Public Administrative Service Center (new), Ms. Dinh Thi Lan from Thang Loi Ward, Song Cong City, said: When testing the resolution of administrative procedures under the two-tier local government model, I found it to be faster, more convenient and with higher accuracy. The resolution process demonstrates the innovative and scientific spirit of the new commune-level government, aimed at facilitating the people. Mr. Hua Anh Duy, a citizen of Thang Loi Ward, also added: The staff involved in resolving administrative procedures for the people in the new commune-level model are very professional, demonstrating an innovative mindset and the equipment for resolving administrative procedures is synchronized and modern. I trust that the two-tier local government will be implemented smoothly, bringing many practical benefits to citizens and businesses.

Comrade Pham Hoang Son, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of Thai Nguyen Province People's Council directed and emphasized: We need to continue conducting thorough reviews of all tasks of the new communes and wards, ensuring unified, continuous and seamless operations without interruption or gaps when organizing the two-tier local government model from July 1.

At the trial operation program, after attending and directly observing the operation and listening to delegates' opinions, Comrade Pham Hoang Son, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized: The trial operation program is a comprehensive review of all work to prepare the best mindset for operating the two-tier local government. He highly praised Song Cong's preparation work for the trial operation; and at the same time requested that Song Cong and new commune-level localities should continue to closely follow Central Party Committee’s regulations to develop operating procedures for the Executive Committee, tasks and authority of the Standing Committee of commune and ward Party committees based on local practical conditions; complete the system of directing and administrative documents and establish strict and scientific working procedures from the beginning to facilitate the implementation process. He requested that localities should absorb all opinions and suggestions from delegates after observing the trial operation of the new commune and ward organizational structure model at Song Cong Ward (new) to proceed with reviewing their local tasks, ensuring unified, continuous and seamless operations without interruption or gaps when organizing the two-tier local government model from July 1.
