Accordingly, heads of provincial departments, agencies and mass organizations as well as Chairmen of District and City People's Committees, need to organize extensive propaganda on the content of the 2024 Law on Management and Use of Weapons, Explosives and Support Tools, along with implementing guidance documents, using various appropriate forms to reach officials, civil servants, public employees, workers and people in their areas. The propaganda content should be integrated into meetings and activities of socio-political organizations, as well as cultural and educational activities at agencies, units and residential communities to enhance awareness and legal compliance consciousness among officials, party members and people. At the same time, proactively mobilize local forces, with the Police as the core, to strengthen patrols, inspections and control, especially during holidays and Tet to promptly detect and prevent violations of laws related to weapons, explosives and support tools.

Units and localities must seriously implement the peak period of propaganda and mobilization of the entire population to surrender weapons and fight against crimes and violations of laws regarding weapons, explosives and support tools from June 15, 2025 to the end of September 2, 2025. Reports on implementation results must be submitted to the Provincial People's Committee (through the Provincial Police) before September 3, 2025 for compilation and reporting as prescribed.

The Provincial People's Committee assigns the Provincial Police to take the lead and coordinate with units and localities to organize propaganda and dissemination of relevant laws and implementing guidance documents, while serving as the standing agency to advise on state management in this field. The Provincial Police is responsible for monitoring, guiding, inspecting and urging the implementation of the intensive campaign; compiling implementation results and promptly reporting to the Provincial People's Committee and the Ministry of Public Security.

In addition, the Police force needs to proactively review and thoroughly recover weapons, explosives and support tools still circulating in society; promptly detect and strictly handle acts of illegal production, trading, transportation, storage and use, especially in key areas with complex security and order situations. At the same time, closely coordinate with press and media agencies to propagate legal regulations, particularly new provisions of the 2024 Law.

In addition, the Provincial Police needs to implement synchronized professional measures for prevention, coordinate with Market Management forces and functional units to strengthen inspection, control and strict handling of violations.

The Provincial Military Command shall coordinate with the Provincial Police to organize forces for inspection and control, promptly detecting and preventing acts related to weapons, explosives and support tools.

The Department of Culture, Sports and Tourism and provincial media agencies shall coordinate with relevant units to intensify propaganda and mobilize people to actively surrender weapons, explosives and support tools. The Department of Education and Training is responsible for directing and guiding educational institutions to organize appropriate propaganda for each educational level and age group. The Department of Industry and Trade needs to coordinate with Police and Market Management forces as well as and functional units to strengthen inspection, supervision and handling of illegal acts. The Department of Finance needs to advise on arranging funding to serve legal propaganda and dissemination in accordance with regulations.

Heads of provincial departments, agencies and mass organizations as well as Chairmen of District and City People's Committees, based on their assigned functions and duties, must proactively organize the serious and effective implementation of the 2024 Law on Management and Use of Weapons, Explosives and Support Tools, along with implementing guidance documents. In case agencies, units or localities neglect leadership and direction responsibilities, lack responsibility in management, inspection and supervision, fail to promptly detect, prevent and thoroughly handle violations of laws related to weapons, explosives and support tools, leading to complex security and order situations, the heads of those units and local leaders must be held accountable before the Chairman of the Provincial People's Committee.
