With the drastic participation of the whole political system, the emulation movement for the poor has contributed to mobilizing social resources to care for vulnerable groups. Dong Hy District People's Committee directed the organization of the "Peak Tet Week for the Poor" in 2025, launched support for the "For the Poor" Fund and simultaneously promoted the implementation of the Program to Eliminate Temporary and Dilapidated Houses in the district.
Support policies for the poor and near-poor have been implemented comprehensively and targeted correctly. In the education sector alone, during the 2023-2024 school year, the district provided learning cost support, tuition fee exemptions and reductions and lunch assistance to thousands of students with a total budget of over VND 9.5 billion. In the healthcare sector, from 2022 to 2024, over 3,400 health insurance cards were issued to the poor and near-poor with a total budget of over VND 14 billion.
The district also implemented preferential credit policies, with outstanding loans to poor, near-poor households and newly escaped poverty households reaching over VND 260 billion. Legal assistance activities, electricity subsidies, social welfare and cremation services have also been deployed effectively and promptly.

During the 2021-2025 period, Dong Hy District was allocated over VND 17 billion from the National Target Program for Sustainable Poverty Reduction. From this funding, the district supported the construction of 18 poverty reduction models, provided vocational training for 882 people and offered job counseling and placement services to 1,426 workers, successfully connecting 500 people to employment.
The indicators for basic social services for the poor have met and exceeded plans. The rate of poor households using hygienic water reached 96%, having hygienic toilets reached 60% and accessing telecommunications and internet services reached 95%. The rate of children attending school at the appropriate age reached 100% and the rate of poor people receiving suitable vocational training also reached 100%.
However, propaganda work and replication of advanced models in hunger elimination and poverty reduction remain limited. A portion of the population still maintains a dependent mindset, relying on others and not being proactive in productive labor.

The "For the Poor - Leave Nobody Behind" emulation movement has made important contributions to raising awareness and responsibility among all levels, sectors and society as a whole in sustainable poverty reduction efforts. This also serves as a foundation for Dong Hy District to continue effectively implementing social welfare programs in the coming time.
